i want to get a cape for my guild
but need parchment....where can i get some from?

You can salvage " scroll" items.

In Post Searing Ascalon, outside of Fort Ranik is a materials crafter. He crafts parchment, steel ingots, leather squares, etc. Got to warn you though, they all cost a hefty amount of gold and materials

So to have a cape you need 2000g and parchment?

That symbol is not parchment, it is platinum, and 1 platinum = 1000 gold.
